The Norwegian Work Environment Act and leadership training

Last updated 2026-08-07

The Norwegian Work Environment Act requires the employer to ensure a fully satisfactory working environment — physical and psychosocial. The top leader has a personal duty to undergo training in health, environment and safety (§ 3-5), and the enterprise must be able to document that the training has actually been carried out. In practice this means leaders must be able to handle conflict, sick leave, whistleblowing and difficult conversations — not just know the rules.

Which duties apply to leaders?

The duties are distributed across three levels: the enterprise as employer, the top leader personally, and each individual middle manager exercising employer functions in daily operations.

Why is a course not enough?

The requirement concerns whether the working environment is actually satisfactory, not whether the leader sat through a presentation. Inspections and compensation claims almost always turn on what the leader did in a specific situation: how the conflict was handled, whether the whistleblowing was taken seriously, whether the sick-listed employee was followed up. Knowledge that has never been practised is rarely used when it matters.

Where do you start?

  1. Map the situations your leaders actually face — conflict, sick leave, whistleblowing, reorganisation.
  2. Set minimum requirements for what a leader must handle alone and what is escalated to HR.
  3. Give leaders the chance to practise the situations, not just read about them.
  4. Document content, completion and follow-up.

Frequently asked questions

Is HSE training for leaders mandatory in Norway?

Yes. Section 3-5 of the Working Environment Act requires the employer — in practice the top leader — to undergo training in health, environment and safety. The duty is personal and cannot be delegated.

Is there a requirement for how long the training must be?

The Act sets no fixed number of hours. The requirement is that the training is adapted to the risks of the enterprise and can be documented.

Do the requirements also apply to middle managers?

The personal training duty in § 3-5 applies to the top leader, but middle managers who exercise employer functions must have the competence needed to safeguard the working environment in their own unit.
